water heats up in the radiator and overflows throught the bottom of the tank, air is pushed out of the tank at the top as it fills up with water. Once the car cools, the water inside the radiator decreases in volume and siphons back the water expelled when it heated, through the bottom of the overflow tank. Then air comes in the top again to fill the void. =) There's never a need to close the valve, it must remain open.
